Regulations of Annual Review of the  Scholarship Holders


A. The following regulations are formed according to the policies on scholarship for international students and the Temporary Measures for Annual Evaluation for Annual Evaluation of International Scholarship-holders set forth by the Ministry of Education of China.

B. The purpose of making these regulations is to strengthen the scholarship management, to make best use of scholarship and to deepen the students¡¯ awareness of the importance of studying hard, observing the laws and being friendly to each other.

C. The board for evaluating scholarship is comprised of the International Exchange Department, the Postgraduate Division and the Teaching Affairs Division of Guangxi University.

D. Undergraduates, Master¡¯s PhD candidates, general and advanced trainee, who are supported by Chinese government scholarship, are subjected to the review. Details are as follows:
1. A student or trainee whose study length in the university is over one year shall be review annually.
2. One who is going to graduate from the school and intends to pursue a higher degree must be reviewed in his/her last academic year.
3. One who once discontinued his/her study because of health problem but has got through the evaluation procedures, judged by his/her performances before and after the discontinuation. The discontinuation period will not be counted for the school period.

E. Subjects to be evaluated
1. Academic achievements, including all the grades of examination and test in the first semester, general information of the second semester (mid-term examination and test).
2. Study attitude and course attendance.
3. Conduct, awards and penalties.
4. Personal competence and potential.

F. Evaluation procedure.
1. Date: April 20 to May 10 annually. All the scholarship holders shall within this period ask for the Annual Evaluation Form for International Student (Hereafter refer to as Evaluation Form) issued by the China Scholarship Council (CSC) at FSO.
2. Scholarship holders shall truthfully complete the Evaluation forms and hand them in before May 20 to FSO. A recommendation regarding whether or not to continue next year¡¯s scholarship shall be make after comprehensive evaluation for each scholarship holder.
3. The Evaluation Forms will be finally scrutinized by the authority of Guangxi University and will be sent to CSC with copies forwarded to Department of Education of Guangxi before May 31st.
4. The CSC, after making the final decision, will notify the university that will further inform the individuals of scholarship holder before June 30th every year. If necessary, information of such decisions will be forwarded to the Embassies of student¡¯ home countries in China.

G. The evaluation decisions are divided into ¡°passed¡± and ¡°not passed¡±. Those who do not pass the evaluation shall not be eligible for the scholarship for the next academic year. The suspension of scholarship is for one year. However, such students may apply in writing and continue their studies of the year at the university in the way of self-supporting, with prior approval from the school authority. After a year¡¯s study during the suspension of scholarship, the students may request to the university in writing to resume their scholarships of next year. These applications will be properly evaluated in line with the relevant regulations, and if agreed, will be submitted to the CSC for final approval.

H. The following students cannot pass the annual evaluation:
1. An undergraduate who fails to pass the examinations of three courses or two main courses after taking the make-up examinations in one semester.
2. A master¡¯s student who fails to pass the examinations of two-degree courses or fails to pas the examination of one-degree course after taking the make-up examinations in one semester.
3. A PhD student who fails to pass one-degree course.
4. A postgraduate student who, after the mid-term exam, are deemed not to be suitable to continue his/her study or is incompetent in doing thesis research.
5. A student who cheats on examination or breaks other examination rules.
6. A student who has been given a serious warning or two written warnings by the school authority because of his/her misconducts.
7. A student who has to quit university for any reason, the above regulations shall be in effective form April 1998 and the International Exchange Department of Guangxi University shall be responsible for their interpretation and explanation.
